IOCSS was founded to connect rigorous scholarship with policy, public dialogue, and cross-border collaboration — bridging culture, sport, science, and the KOREAN Peninsular.

Message from the Secretary-General

A Word of Welcome

Dear Friends and Colleagues of IOCSS,

It is my privilege to welcome you to the Institute of Culture and Sports Science Foundation. When we established IOCSS in 2023, we were guided by a single conviction: that the most pressing questions of our age — about peace and reconciliation, about the humanising power of culture and sport, about the ethics of science in an era of rapid change — cannot be answered within the boundaries of any single discipline.

IOCSS was created to be a platform for those who are unwilling to accept those boundaries. We bring together scholars, practitioners, policymakers, and civil society actors across Korea and the world, united by a shared commitment to rigorous, independent, and purpose-driven inquiry.

Our founding motto, Pro iustitia et libertate pugna — For justice and freedom, we fight — is not ceremonial language. It reflects a genuine institutional orientation. We believe that scholarship has a responsibility: to serve truth, to inform decision-making, and to contribute to a world that is more just, more open, and more human.

In the years since our founding, we have cultivated partnerships across Asia and beyond, published our first major research outputs, and begun to build the body of scholarship we hope will stand the test of time. We remain a young institution with much still to accomplish — and that excites us.

I invite you to explore our work, engage with our community, and hold us to the standards we have set for ourselves. IOCSS exists to serve not only those within these walls, but all who share our commitment to knowledge, justice, and a better future.

Institutional Profile

About the Organisation

IOCSS operates as a formally registered foundation committed to independent scholarship and public-interest research across interdisciplinary domains.

The Institute of Culture and Sports Science Foundation (registered in Korea as a non-profit foundation) is a legally incorporated institution established under the laws of Korea (ROK). The Foundation advances interdisciplinary research, international exchange, and policy engagement in cultural studies, sports science, KOREAN Peninsular affairs, and science governance.

Internationally, IOCSS maintains an associated entity, Institute of Culture and Sports Science MTÜ, registered in Estonia, which supports the Foundation's European outreach and participation in international scholarly networks. Together, these entities form a bridge between East Asia and global civil society.

The Foundation operates under the oversight of the Ministry of Culture, Sports and Tourism of Korea (ROK). IOCSS has received government accreditation for academic and cultural exchange programmes concerning the KOREAN Peninsular through a relevant government authority in Korea (ROK), reflecting its engagement with consequential policy questions tied to cooperation in north eastern area. IOCSS is independently governed and funded through research grants, institutional partnerships, and philanthropic support.

Our Story

A Foundation Built on Interdisciplinary Vision

2022

Founding concept

The IOCSS concept emerged from years of engagement at the intersection of international development, sport diplomacy, and KOREAN Peninsular studies. The founding vision was to create an independent platform bringing these fields together with rigour and public purpose.

2023

Official establishment & inaugural forum

The Foundation was formally registered in Seoul as a Korean non-profit foundation, with the European entity — Institute of Culture and Sports Science MTÜ — registered in Estonia. The inaugural International Sports Science Forum Asia convened researchers and practitioners from across the Asia-Pacific region.

2024

First publications & Tallinn Forum

IOCSS launched its first briefing papers and public seminar series. The Tallinn Sports Forum 2024 marked the Foundation's first European convening, connecting sport scientists and policy leaders from Asia and Europe. International partnerships deepened across the region.

2025

Expanded KOREAN Peninsular cooperation programmes

IOCSS received formal government accreditation for humanitarian and cultural exchange programmes with DPRK through a relevant government authority in Korea (ROK), enabling field-informed research on KOREAN Peninsular conditions. Partnerships with universities and policy institutes across Asia expanded the Foundation's scholarly footprint.

2026

Growth of research agenda & Annual Symposium

IOCSS broadens its research agenda through fellowship, publication, and convening programmes. The Annual International Symposium 2026 in Seoul brings together leading voices in culture, sport, and scientific governance for the Foundation's most ambitious convening to date.

Governance & Research Network

Independent Scholarship, International Collaboration

IOCSS is organised around a lean institutional leadership structure and a wider network of affiliated researchers, fellows, and partner institutions.

Institutional Direction

Secretary-General's Office

The Secretary-General's Office coordinates IOCSS's research priorities, international partnerships, convening programmes, and institutional strategy. Its role is to keep the Foundation focused on independent, rigorous, and public-interest scholarship.

Affiliated Scholars and Partners

IOCSS works with affiliated researchers, visiting fellows, and partner institutions across Korea (ROK), Estonia, and the wider Asia-Pacific region. The network connects philosophy, sports science, cultural studies, KOREAN Peninsular research, and AI ethics.

What We Stand For

Interdisciplinarity

We connect fields that are too often siloed. Our work produces richer analysis by bringing cultural, scientific, philosophical, and policy perspectives into one frame. The most important questions cannot be answered from within a single discipline.

Integrity

IOCSS places methodological rigour, source transparency, and public accountability at the centre of institutional practice. Scholarship must be defensible, usable, and ethically grounded. We maintain full independence from governmental and commercial interests.

Impact

We orient research toward policy relevance and civic value. The goal is not publication alone but durable contribution to dialogue, institutional learning, and social progress. We measure success by whether our work makes a difference in the world.
